Abstract:

Regions can be defined in many ways; they can be viewed generally as a system with a large variety
of alternative strategic alternatives of inputs and outputs, influenced by the interests of numerous
actors. This gives a good reason for the use of system tools for structuring the relationships,
identifying key factors or put in order a strategic plan for development of a region. Soft systems
methodology is one of the strategic system tools, not explicitly utilised in regional strategic
planning, offering quite a number of impulses, especially if combining it with the innovation
concept.
